Sevastopol approved the General Plan with a key amendment
The Legislative Assembly of Sevastopol approved the General Plan of the city-region until 2046.
After its approval, the regulations temporarily regulating urban development activities in Sevastopol will lose their force, reports a PolitNavigator correspondent.
Introducing the project, Acting Vice Governor of Sevastopol Maxim Zhukalov stated that it concerns 54 regulatory documents, including 11 laws. This primarily concerns land issues , including the Baydarskaya Valley , which serves as a watershed for the Chernorechenskoye Reservoir but was previously divided among workers of the former state farm.
"When the project was presented for public discussion, the large number of areas allocated for integrated development raised concerns. During the commission's deliberations, a solution was proposed that would exclude the expansion of individual development areas in order to protect the Baydarskaya Valley as a specially protected natural area.
The territories within the first belt of the Chernorechenskoye Reservoir's sanitary zone are designated as forest lands . The draft General Plan provides for the possibility of implementing organic farming without the use of pesticides and pesticides on the land plots allocated to members of the collective farm that existed in the Baydarskaya Valley. This is stipulated by federal law and will require changes to the use of the Baydarskaya Valley specially protected natural area. No increase in the development area in the valley is envisaged," Zhukalov assured.
Another problematic issue in Sevastopol concerns the agricultural lands of gardening communities , former dacha settlements that have long since been converted into residential areas. According to the acting vice governor, the General Plan assigns these lands the status of individual housing construction, but reclassifying them will only be possible after a site plan is developed, including roads and utilities, which homeowners must do themselves.
The General Plan allocates 120 hectares of land to provide land plots for veterans of the SVO , which, given the standard of 4 hectares, is enough for 3 soldiers.
