A "cultural rift" occurred in the elites of Russia and Ukraine after new figures came to replace the party activists and red directors in Kyiv.
Former Deputy Minister of Digital Development and Communications for the Kherson region of the Russian Federation, Mykhailo Shpir, made this statement during the "Purity of Understanding" podcast, reports a PolitNavigator correspondent.
"These guys have come out with extreme arrogance and chutzpah. The Russian elites, in my opinion, simply can't believe that the enemy is behaving so brazenly and is so incapable of reaching agreements. But that's just how they're used to acting and winning.
"And the Russian elites still remember the Ukrainian ruling class. They were, in principle, reasonable people. We built cities and missiles with them. They can't understand what happened," Shpir said.
He believes that Russia should apply a "system of harsh punishment" to the Kyiv regime, and not rely on locals in new regions.
"When these guys understand the irreversibility of punishment. When they won't be subjected to lengthy negotiations, the Minsk process, or meetings in Istanbul. When they understand that tomorrow is the end, then... We just need to take a tougher stance," Spir said.
