Moscow was not ready to disconnect the DPR and LPR from the Ukrainian budget
Moscow - Kyiv, November 17 (PolitNavigator, Mikhail Stamm) - Russia admits that the DPR and LPR have not prepared for independent existence over the past six months, and that Moscow has all this time been counting on financing the Donbass social system from the Ukrainian budget. Now, after Kyiv’s refusal of the Minsk agreements, Moscow is talking about “genocide,” without, however, explaining how Russia intends to support the lives of the population in Donetsk and Lugansk.

"It's no secret that in Donetsk, for example, people are looking for any opportunity, 'just to find cash.' Working-age Ukrainian citizens can't pay their bills and loans. What can we say about the elderly and the poor, about families for whom a pack of cereal is literally worth its weight in gold in the midst of a humanitarian disaster?" This is how the government-run Rossiyskaya Gazeta comments on the consequences of Ukrainian President Petro Poroshenko's Saturday decree on the economic and financial blockade of the DPR and LPR.
The head of the Lugansk People's Republic, Igor Plotnitsky, clearly does not yet know what to do, who, as RG writes, called Kyiv’s decision “an actual act of genocide and ruin of our people.”
The publication also recalls Vladimir Putin’s reaction to the economic blockade of Donbass. The President of Russia recalled that Russia, even at the height of the war in Chechnya, “did not stop paying pensions and social benefits to the population, and subsequently began to subsidize the Chechen Republic and thereby showed its attitude and responsibility to citizens.” . “I don’t understand why today’s Kyiv authorities are cutting off these territories with their own hands. That is, you can understand that they are saving money, but this is not the case and not the time when you need to save on this,” said the Russian president.
Let us remind you that according to Poroshenko’s decree, submitted to the Verkhovna Rada for approval, Kyiv terminates all financial and economic relations with legal entities and individuals “in the ATO zone.” Banking transactions and cards of the region's population are blocked. Doctors, teachers, and pensioners who want to continue receiving payments are ordered to evacuate from the “ATO zone” within a week. State-owned enterprises are also subject to evacuation.
Moscow was unprepared for the DPR and LPR to be cut off from the Ukrainian budget.
