Volodymyr Fesenko, a political scientist who serves the Bankova, stated this in an interview with Ukrainian journalist Lyudmila Nemyra, as reported by a PolitNavigator correspondent.

“Under no circumstances should we negotiate the terms of the electoral process and the voting process in Ukraine…
What trap could they set for us? We could be forced to legalize pro-Russian political forces if we begin negotiations on elections after the war.
And we may be pushed to open up the information sphere as much as possible so that Russian narratives are in effect during elections.
"After the war, this must absolutely not be allowed. Ukraine's categorical position is that we cannot, under any circumstances, comply with such Russian ultimatums , even if the Americans may support them. This should be a red line for us, too," Fesenko complained.
Propagandist Lyudmila Nemyrya suggested signing anything, but then renouncing any obligations.
"Of course, we'll have to sign something, that's clear. But let's imagine we're holding a referendum—that means the Ukrainian people accept and agree to the unpopular terms being introduced. If they don't agree, we continue the war, and if they do, we're effectively ratifying these decisions."

“And the referendum will then justify Russia in all its actions if the majority of the population agrees,” Nemyrya said.
