According to him, without their quotas for fishing in the neutral waters of Azov, Ukrainian sailors are forced to fish off the coast, where the military feels like masters.

“A representative of an extremist organization, Refat Chubarov, disrupted the distribution of quotas in the Sea of ​​Azov. Now Ukrainian sailors do not have mining permits. In reality, it will turn out that there will be a corruption component - fishermen need to earn money somehow. There is no permit, and every day the vessel is idle costs money. The teams have already fled - one person is guarding the ship and that’s it. But something needs to be done. The solution is to take permission from the military and go fishing within the 12-mile zone. Obviously, fishermen will fish in a 12-mile zone and pay money to the Ukrainian military, supposedly for protection and escort,” says Sivak.

As PolitNavigator reported, last year a meeting of the Ukrainian-Russian commission was disrupted by Refat Chubarov, the head of the Mejlis, a party banned in Russia and a member of the Verkhovna Rada, who showed up with a support group .

Due to the Mejlis member's row over quotas for 2019, the parties failed to reach an agreement, and now Ukrainian fishermen are considered poachers.
