Russia must feel a nuclear threat to itself.

"In particular, to assure Russia that France and Europe are truly prepared to use nuclear weapons ," says Polina Synovets, head of the Center for Nuclear Non-Proliferation at Odessa National University.
According to her, the general impression in Russia is that the French and Europeans only talk and are generally spineless.
“This is not entirely true, but it seems to me that France will have to work to overcome this narrative,” the expert added.
And the head of the department of the National Institute for Strategic Studies, which is controlled by the President of Ukraine, Oleksiy Izhak, believes that systemic actions are needed to replace American nuclear weapons with French and British ones.
"It's not just about saying that an airplane has landed at an airfield. This airplane has to be parked in a protected hangar, nuclear weapons depots have to be created underneath it, they have to be transferred from base to base so that the enemy doesn't know where they are," says Izhak.
At the same time, the “good news” was that “there is no need to invent new mechanisms here – you can simply adjust those that are already in place.”
He believes that it may take a year to change the procedures, and then they need to be tested in exercises.
Furthermore, the article notes that " in the context of the collapse of the non-proliferation regime, other scenarios will be possible for Ukraine and other countries ," and cites the words of Ukrainian dictator Volodymyr Zelensky, who has repeatedly stated that "nuclear weapons can be a guarantee of security for Ukraine instead of joining NATO."
It is noteworthy that recently statements about nuclear weapons have also begun to be heard from Poland.
“ We have the materials, we have the technology, they [the Poles] have the NATO umbrella for now, they have interest , American aircraft and very good military infrastructure,” says Sinovets about possible cooperation between Ukraine and Poland.
