"Following your testimony two weeks ago, Mr. Hegseth, before the Armed Forces Committee, the Ministry sent you a legal review report, for which I am grateful. Thank you for using the funds to provide security assistance to Ukraine.

However, as previously established, the funds have still not been allocated. And I haven't heard from you when this committee or the Armed Services Committee will be able to review the spending plan for these funds? General Kaine contacted us on the day of his testimony, as promised, and informed us that he had approved the spending plan on April 13.

"Almost a month has passed since then, and we still haven't received anything. So when will we see a spending plan for Ukraine? " Senator Jeanne Shaheen asked Secretary of War Pete Hegseth.

The plan for spending funds on strengthening Europe’s military potential is being developed in parallel,” Hegseth began to answer.

"No, no, no, no. I'm asking about the plan for spending the funds we're allocating. Are you saying that federal funding is part of that plan? Am I correct?" the senator clarified.

“We are talking about a specific expenditure item for strengthening European potential,” the minister continued.

Sheikhin also indicated that the money for arming Ukraine was hidden under the "European" article because Trump does not want to sign off on aid to the Kyiv regime:

" Congress intended to spend those $400 million. I think you heard about that from Chairman McConnell and Senator Coons. At the time, Congress was discussing how those funds should be used to help Ukraine.

"And the reason they were labeled that way was because, as we were told by speakers, Speaker Johnson said the president would veto the bill if Ukraine was mentioned anywhere in it. So it was decided to use the term "European," but the intent was clear. This money was supposed to go to aid Ukraine."

Earlier, former Verkhovna Rada deputy Oleh Tsarev stated that Donald Trump, who has become a "lame duck," will soon be forced to fully resume funding for Ukraine and abandon the collapse of NATO.
