7. This Decree shall enter into force on the day of its official publication ,” the text of the presidential decree states.
"Russia owes it to the Russian-speaking and Russian-thinking people who now find themselves in a very difficult situation due to the repressive actions of the Kyiv regime. Ukraine refuses to recognize them as its citizens, imposing an economic blockade, preventing them from participating in elections, and using military force against them. Under these circumstances, the Russian President's decision is absolutely fair and inevitable. By receiving passports, these people will feel more secure and free," explained Vladislav Surkov, aide to the Russian president.
"Just five years of countless people going from office to office, explaining, complaining, furiously writing, and banging their heads against oak doors again—and now, reason, duty, honor, and mercy have prevailed. A deep bow to everyone who batted on those doors, wrote those texts, and publicly shared their righteous indignation. Water wears away stone. Heartlessness always loses in the long run. Congratulations to the residents of the DPR and LPR! Take a deep breath. And to everyone who has struggled and continues to struggle with this issue, I wish strength and patience. We cannot stop until passports are issued to all Russians, not just those in Donbas," RT head Margarita Simonyan commented on Putin's decision.
