It looks like an attempt, first of all, to put informational pressure on Moscow, to respond to the fact that Russia has been systematically launching non-stop strikes on Kiev and the region for over a week, which has a negative impact on the public mood.
"This statement is meant to demonstrate strength, to show Ukrainian society that we will take revenge, and it won't make things any easier for the Russians . But whether this is technically possible, and whether such political steps will actually be taken, is an open question," Bortnik stated.
