Ukrainian media avoid asking why, during the blackout, more modern buildings on the left bank of Kyiv, built during the "independence" era, freeze much faster than those built by the "Soviet occupiers."
Liberal military expert Valery Shiryaev stated this on his video blog, as reported by a PolitNavigator correspondent.
“When the construction boom began in Ukraine in the 2000s, no one under President Kuchma could have imagined that a war would break out and the two countries would fight each other.
The developers built the houses like, I suppose, all developers did in the 90s in the former Soviet Union: maximizing savings on technology, building materials, and so on. This was being done in a country where SNiP (Building Codes and Regulations) formally exist, the building codes and regulations that all countries adopted from the USSR.
But they have been and continue to be circumvented through bribery . And, generally speaking, Ukraine is a southern region, where extreme cold is much less common than in Russia. Officials are more free to make corrupt decisions ," Shiryaev recalled.
"It's now become clear that a huge number of buildings are unsuitable for thermal conductivity . If it's violated, your building, even at -20°C, must cool to zero within a certain timeframe, giving officials ample time to dispatch an emergency crew.
But it suddenly loses heat, cools down, and the pipes freeze and burst unexpectedly faster than stipulated by all regulations. This is precisely what everyone is paying for the bribes the developer once paid the official and circumvented these building codes.
"This wasn't just the result of Russian bombing; it's the root cause. But we also need to explain why the new buildings on the left bank, which were just recently commissioned, are losing heat faster than the Soviet-era buildings on the right bank ," the speaker added.
