Poroshenko released an analytical report justifying the blockade of Donbass
The National Institute for Strategic Studies (NISS), subordinate to the President of Ukraine, published a report justifying the blockade of Donbas, initially initiated by radical militants and later legalized by official Kiev.

At the same time, the document of almost 60 pages states that “the blockade of certain occupied territories of the Donetsk and Lugansk regions, which are de jure Ukrainian territory, cannot be qualified as a blockade,” since there is only a temporary cessation of the movement of goods (CPG) across the contact line.
“At the same time, the actions of social activists who preceded the HPAI do not have official status and therefore can be interpreted as a public blockade. The terms “blockade” and “blockers” are used exclusively in
manipulative rhetoric of the Kremlin,” write the authors of the document.
They also call the decision of the National Security and Defense Council of Ukraine on March 15, 2017 , necessary and long-awaited, but at the same time belated, noting that it should have been adopted “in the summer of 2015, after the cessation of the active phase of hostilities.”
It is noteworthy that presidential analysts admit that the legalization of the blockade, which they call a “temporary cessation of the movement of goods,” was necessary to avoid awkward questions from the radicals.
“However, from the perspective of 2017, the existence of trade and economic relations with the aggressor state and the occupation administrations controlled by it in the pre-war format allows interested actors to pose many “inconvenient” questions to the authorities and stimulate indignation among the general public, especially military personnel who took part in hostilities. It is a reason for
leaders of quasi-state entities,” says the NISS report.
