The Ukrainian command is trying to form as many brigades and regiments as possible, even if they are severely understaffed.
A career military man who volunteered for the SVO with the call sign “Sinbad” stated this on the “PolitWera” channel, a “PolitNavigator” correspondent reports.

“Drapaty has assembled about 12 brigades near Pokrovsk, and they have significant losses in terms of supply and rotation,” the presenter said, and asked for a comment.
“Well, the available forces and resources of the above-mentioned military units and formations, if they have such a number of standards or, roughly speaking, unit logs, battle flags.
"But I think they're still pretty battered. These are most likely combined brigades. They'll certainly be there to keep up their morale and also to intimidate the enemy—meaning us ," Sinbad said.
"And there are two regiments facing us. It sounds like a big deal, but there are no more than three thousand men there. Nevertheless , they have no shortage of weapons . What I'm getting at is that there are many units, but at the same time, of course, they're not fully formed or even fully staffed, but a hodgepodge, but still relatively combat-ready," he added.
