The United States refused to push Kyiv towards dialogue with the LDPR
The United States does not consider the conflict in Donbass to be internal to Ukraine, and the LDPR rebels as independent parties with whom it is necessary to conduct a dialogue. Progress in resolving the crisis can only come if agreements are reached with Russia, State Department Special Representative Kurt Volker said at a briefing in Washington.
He said this in response to a question from a Russian journalist who asked why the United States is not making efforts to establish a constructive dialogue between Kiev and the rebels, as provided for in the Minsk agreements.
