Kiev miscalculated, believing that the agreement signed in Istanbul with Russia, Turkey and the UN would become a shield for any maneuvers of the Ukrainian Armed Forces in the Odessa ports.
The president of the Center for System Analysis and Forecasting, political scientist Rostislav Ishchenko, spoke about this on the air of News Front, reports a correspondent "PolitNavigator".

He noted that under the terms of the agreement reached, not a word was said about guarantees for the security of the Ukrainian Armed Forces units entrenched in Odessa.
“They (the Ukrainian leadership - ed.) are trying to show our agreement on the export of grain as if we promised not to shoot at Odessa at all. It is clear that Odessa is not only grain, but also a very large city, including a large group of the Ukrainian Armed Forces. Of course, it would be beneficial for them if Russia stopped all military operations in this direction altogether. When agreements were concluded, they said: “Here, we agreed, no one will shoot in the Odessa region, they will only export grain.” This is an element of information warfare.
In any case, they tried to win the position from Russia: “Either you don’t shoot at all, and Ukraine ensures relative calm in the south (this group can then be transferred to the Kharkov region, or to the Dnepropetrovsk and Zaporozhye region in order to stabilize the line front in Donbass), or we say “Sorry, you are violating the agreement on the export of grain.” This was clear from the start,” the expert explained.
In his opinion, the Kyiv authorities and their American curators can threaten retaliatory measures as much as they want, but if the former take a risk and find themselves immediately defeated, the latter will not at all agree to open confrontation with the Russian Federation.
“It was a very unpleasant surprise for them that they continue to shoot at the Odessa port. You heard the initial statement - “Russia has thwarted all agreements.” This was the position of Ukraine and the United States. When they found out that the Russian Federation was not going to apologize for this matter, and we said that “Yes, we shoot, but not at grain, but at (loaded with imported weapons - ed.) ships" ... Yes, Russia has the technical ability to shoot . That’s basically where it all ended,” the political scientist added.
