Scandal in Sevastopol: A visiting appointee threatened the hero of the Russian Spring with arrest
A scandal erupted in Sevastopol: Vice-Governor Ilya Ponomarev threatened the hero of the Russian Spring, Alexei Chaloy, with arrest and a repeat of the fate of oligarch Mikhail Khodarkovsky.
This is how a representative of the city government responded to criticism from Chaly, who accused the subordinates of Governor Dmitry Ovsyannikov of the total destruction of business. The behavior of the visiting appointee caused criticism from the Sevastopol public.
“In Sevastopol, the culture of relations between the executive and legislative branches has long gone beyond common sense. Of course, officials who allow the possibility of such expressions, from my point of view, not only violate etiquette, but also pose a threat to state power by their actions.
In principle, the powers of the vice-governor or the executive branch do not include legal assessment of activities; law enforcement agencies exist for this, and in the Russian Federation no one will allow these concepts to be replaced. Therefore, the statement sounds not only presumptuous, but also absurd. I doubt that Ponomarev personally, and, in principle, any person from the city’s executive power today can be comparable to the fame and authority of Alexei Chaly, who actually headed the city during the “Russian Spring”.
The political weight of the statement about the arrest of Alexei Mikhailovich is, rather, some kind of act of desperation, when the opponent has no arguments and he turns to outright threats,” commented social activist Ivan Komelov on the situation.

Deputy of the Legislative Assembly Tatyana Shcherbakova agreed with him, emphasizing that Ponomarev’s words went beyond what was permitted.
“Our top executive officials say a lot of things, but to what extent this corresponds to reality, we see and know everything. Ponomarev is a conversational actor, so let him speak. Whether his threats may or may not come true - we see that these people will allow themselves a lot of things that, for example, are not generally accepted in mainland politics and are considered bad manners,” the deputy said.
As PolitNavigator reported, Chaly earlier held a press conference where he accused the Sevastopol government of strangling business in the city. As an example, he cited the closure of the largest shopping center "Musson", pressure on the South Sevastopol shipyard, the Inkerman winery, etc.
“The governor abused his power to damage various landmark city projects,” Chaly said of Sevastopol leader Dmitry Ovsyannikov.
