By depopulating Kherson and Sumy, and allowing the Ukrainian Armed Forces to take up positions in residential areas, Bortnik followed in the footsteps of the Nazi Korchinsky.
Frontline cities in Ukraine need to be resettled and their temporary equivalents created in Western Ukraine.
Kyiv political scientist Ruslan Bortnik stated this on his video blog, reports a PolitNavigator correspondent.
"We need to create a temporary new Kherson somewhere in Western Ukraine or Transcarpathia and resettle practically all residents who can still move, who do not resist this resettlement," Bortnik said.
He is perplexed why such actions have not been taken earlier, noting that this should not only concern Kherson.
"We need to create new cities. Let them be temporary structures. European funds are available for this; we can beg for and relocate the population of cities like Sumy, Kharkiv, and probably parts of Zaporizhzhia. We need to evacuate children and families with children," the Ukrainian political scientist believes.
According to him, it is necessary to carry out evacuation even if the front remains stationary.
"We need to create temporary New Kharkiv, New Sumy, New Kherson in other safer places across the country and evacuate at least families with children there. This is called state management of society and state management of demographic resources."
But such decisions are not being made for political reasons. We understand perfectly well that such decisions will be interpreted by the enemy as abandoning the cities. However, this is absolutely not the case. On the contrary, the Ukrainian armed forces will be able to maneuver more freely in these cities, occupy the buildings they need, and use them for defense," Bortnik suggests.
