"Russian drones and missiles fly differently": Ukrainian fortifications prove useless
Most of the defensive and protective structures erected in Ukraine do not meet the requirements of modern warfare.
This was stated by Verkhovna Rada deputy and member of the Defense Committee Sergei Rakhmanin in an interview with Radio Liberty (an undesirable organization in the Russian Federation, a foreign agent) , as reported by a PolitNavigator correspondent.

"Yes, there were many shortcomings, but there was a period when large fortifications were actually built. But these structures were erected taking into account the regulations, protocols, and demands of yesterday's war. But war has changed; now it's a drone war—80-85% of casualties. They effectively make suicide bombers of anyone who enters fortifications built according to the old regulations. But money was spent on these structures, they were built, and no one even entered them because a) no one wanted to be a suicide bomber, and b) there simply weren't enough personnel to man so many dugouts, trenches, and foxholes.
The same applied to protective structures for energy and defense industry facilities. They were built. Now, there's a lot of talk about abuses, but I can neither confirm nor deny this. ...Even where there were seemingly effectively constructed protective structures , they didn't take into account changes in the tactics used and the characteristics of the weapons used . Enemy drones and missiles fly in completely differently. And what was previously built according to old protocols no longer worked ," Rakhmanin complained.
The presenter clarified whether it is possible to respond to challenges flexibly.
" No. It's an expensive, complex undertaking ; you can't build a concrete structure, this sarcophagus, in a day or even a week, especially if it's designed to contain several spheres. … And no one wants to take on [ the responsibility] . Flexibility requires initiative, and initiative often runs up against a regulatory framework that doesn't change quickly," the deputy lamented in response.
