According to him, most of the Ukrainian ships remained in Sevastopol, and Russia is unlikely to transfer them to Ukraine.
“If we take the total potential, then we still have about a third of the Naval Forces, compared to what we had in Sevastopol. I think that Russia will no longer transfer our ships to us. Because the commission that worked there has already returned. We must create a program for the restoration of the Navy,” said Kabanenko.
