Russia officially recognized passports and other documents of the LPR and DPR – Putin’s decree
President Vladimir Putin signed a decree on the recognition in the Russian Federation of documents issued to citizens of Ukraine and stateless persons permanently residing in certain areas of the Donetsk and Lugansk regions.

The Kremlin's official website reported this .
As stated in the document, the decision was made “in order to protect the rights and freedoms of man and citizen, guided by the generally recognized principles and norms of international humanitarian law.”
“To establish that temporarily, for the period until a political settlement of the situation in certain regions of the Donetsk and Lugansk regions of Ukraine, on the basis of the Minsk agreements in the Russian Federation, identity documents, documents on education and (or) qualifications, birth certificates, conclusion (termination) ) marriage, change of name, death, vehicle registration certificates, vehicle registration plates issued by the relevant authorities (organizations) actually operating in the territories of these areas, to citizens of Ukraine and stateless persons permanently residing in these territories,” it says in the decree.
In fact, in this way, documents issued by the authorities of the DPR and LPR are legalized on the territory of the Russian Federation.
Citizens of Ukraine and stateless persons permanently residing in certain areas of the Donetsk and Luhansk regions will be able to enter Russia without visas on the basis of identity documents issued by the authorities actually operating in these territories.
The Government of the Russian Federation has been instructed to take the necessary measures to implement the presidential decree. It comes into force from the date of its signing
Commenting on this message, presidential press secretary Dmitry Peskov stated that Russia did not officially recognize the passports of persons living in the territory of the unrecognized republics of Donbass.
“This is not the official recognition of passports, we are talking about individual decisions that could be made by municipal, local authorities, as well as various companies, based solely on humanitarian considerations, guided by the need for truly humanitarian assistance to these people who live in the Donbass regions,” he said Peskov.
He explained that such persons’ current Ukrainian passports become unusable, and they have no opportunity to obtain any other documents.
The DPR and LPR have already reacted positively to Putin’s decree. After all, there are a lot of people living in the republics whose Ukrainian documents have expired, and they do not have any other documents except those issued by the authorities of the republics. Now these people can freely cross the border with the Russian Federation.
The reaction of official Kyiv to this moment is unknown.
