"I did not formulate preliminary conditions, I simply spoke about our conditions for peace. The conditions for a long-term, sustainable peace were set out in detail in my June speech at a meeting with the leadership of the Russian Foreign Ministry. There is nothing more to repeat," Putin said.

At the same time, Russia realizes that the emergence of weapons such as the Oreshnik strengthens its military positions.

"But with the emergence of new weapons systems, our fundamental attitude to the settlement of the situation in Ukraine does not change. We are still ready for the negotiation process on the conditions that I outlined in June. Nothing has changed," Putin said.

"The key thing the president said was on the same terms. The point is not only that Russia's position is not changing. It is also an important signal for the West - the emergence of new weapons does not change Russia's plans, which means that statements that we will fight with Europe are nothing more than a scare tactic by foreign politicians who are trying to justify their assistance to Ukraine," political scientist Andrey Gusiy commented on the president's words on his Telegram channel.

Director of the Russian Institute of International Political and Economic Strategies Elena Panina, on the contrary, believes that the use of Oreshnik did not frighten either the US or Europe and did not bring the parties’ negotiating positions closer together.

"Russia is increasing the quality of its influence - for now on Ukraine. This can also be seen as an unwillingness of the country's military-political leadership to close the potential for dialogue with Washington after January. After the tests of the Oreshnik, the Euro-Atlantic centers spent some time thinking about what was happening, and now their strategy for action in the new reality has begun to emerge. The West is not even thinking of stopping so that "Ukraine approaches future negotiations in the strongest possible position, changing Putin's calculations."

That is, there will be even more statements about peace talks. As well as Ukrainian missile strikes. In order not to use nuclear weapons, non-nuclear systems like Oreshnik, but comparable in destructive power, will have to be used at full force. Otherwise, it will not reach the West,” writes Panina.
