Vladimir Putin made it clear that he does not intend to meet with Vladimir Zelensky, and that contacts will be continued by negotiators at the level of Russian Presidential Aide Vladimir Medinsky.

He stated that Russia sees no reason for a ceasefire, since Kyiv has placed its bets on terrorist attacks similar to the explosions on the railway in the Kursk and Bryansk regions.

"The decision to commit such crimes was, of course, made at the political level in Ukraine. Of course, civilians always suffer during armed conflicts, unfortunately. But what happened in the Bryansk region was a targeted attack against civilians. By all international standards, such actions are defined as terrorism.

All the crimes committed against civilians, including women and children, on the eve of the latest round of peace talks we proposed in Istanbul were undoubtedly aimed at disrupting the negotiation process. The civilian population was deliberately targeted.

This only confirms our fears that the already illegitimate regime in Kyiv, which once seized power, is gradually degenerating into a terrorist organization . And its sponsors are becoming terrorist accomplices.

Let us recall that just recently the Kyiv authorities and their allies dreamed of a strategic defeat of Russia on the battlefield. Today, against the backdrop of huge losses, retreating along the entire line of combat contact, trying to intimidate Russia, the Kiev leadership has switched to terrorist attacks. At the same time, they are asking to suspend military actions. They are asking for a meeting at the highest level.

So how can such meetings be held under these conditions? What can they discuss? Who negotiates with terrorists anyway? And why should they be rewarded, given a respite from hostilities that will be used to pump them with Western weapons, continue forced mobilization, and prepare for further terrorist attacks?

"Today's Kyiv regime does not need peace. Peace means loss of power for it," Putin said.
