The crisis with drone strikes on oil refineries could have been avoided to a significant extent if the leadership had prepared in advance for a sharp increase in the number of Ukrainian attacks.
Russian liberal military expert Valery Shiryaev stated this on RTVI , as reported by a PolitNavigator correspondent.
" Nothing new has emerged, it's the effect of scale, the quantity has increased dramatically, exactly the same drones in two years . They weren't ready.
The Russian air defense system's effectiveness is 90%, but if only a dozen out of a hundred remain intact, that's enough to hit certain targets. The series of strikes on the oil refinery was very carefully planned, timed to coincide with the traditional season of power outages, and exacerbated them.
Much depends on the media component of this attack. The immediate message is that everything is a disaster. This is done to force consumers to rush out and stock up.
"When Ukraine wasn't launching such large numbers of aircraft, there was a system in place whereby insurance companies compensated owners for losses from air raids , and for quite a while, there wasn't much incentive for businessmen to seek immediate rescue," he noted.
"There are reactive and proactive responses. Proactive is when planners, officers, the General Staff, and industrialists come up with scenarios for how the situation might develop and take proactive steps at the legislative level (in Crimea, it became clear that many things couldn't be done due to local legislation) and budgets, where you allocate certain funds, including for the protection of these oil refineries . Ukraine began protecting them exactly two years before Russia," Shiryaev explained.
He emphasized that it could all be explained by a system failure, but this is not the first time such a situation has occurred – “we saw exactly the same thing with the Black Sea Fleet.”
In his opinion, it is necessary to allocate mobile fire teams that should be armed by local enterprises.
" Access to the cheapest possible weapons and an ironclad guarantee that they won't be taken away from you ," the expert said.
