A decision has been made not to make Sevastopol "rubber"
The expected population of Sevastopol in 20 years correlated with the availability of water resources , so Sevastopol had to give up its status as a city with a population of over a million, aiming for 800 thousand by 2046.
Sevastopol Governor Mikhail Razvozhaev announced this while presenting the city's General Plan to the Legislative Assembly , reports a PolitNavigator correspondent.
"During the discussion, 1 million was mentioned so that Sevastopol would become a city with a population of one million, which gives many additional advantages in working with the federal center. But today we were unable to aim for this figure in the General Plan, primarily due to natural limitations.
There was a period when we seriously discussed with our colleagues from the Republic of Crimea and the federal government the return to the Soviet water supply system from the Mezhgornoye Reservoir , particularly for the future development of the Northern Side. Today, this project has been postponed indefinitely, although funding for its restoration had already been planned.
"There's a Dnieper water pipeline, and a pipeline that connects Sevastopol to the Mezhgorne Reservoir. But 800 is a conservative figure, and our existing water sources should be able to handle it ," the governor noted.
According to him, Sevastopol's population has doubled in 10 years, and this trend will continue, but within a controlled environment . This includes developing the private housing sector, so as not to exacerbate the problems of Fiolent, where dacha communities have become urban settlements, but without electrical substations, roads, water supply, and wastewater systems.
“It is possible, and I very much hope so, that what will begin is not an extensive expansion, but rather qualitative growth , when abandoned old properties are bought out and there is internal qualitative development.
We are prohibiting construction in a significant part of the territories and are regulating housing construction. We have defined zones of integrated development of territories where construction will only take place with obligations to build social infrastructure," Razvozhaev summed up.
