Nikolai Kozyrev, head of the Committee for the Protection of Citizens' Rights, stated this at a press conference in Kyiv.

“Human rights activists advise paying what you can, based on the fact that you have a constitutional right to a decent standard of living,” Kozyrev noted. – There is a minimum consumer basket, it contains a minimum set of goods. A person must eat and dress, raise children and even go to the theater. It is this constitutional principle of a decent standard of living that can be used for a legal dispute by a person who cannot pay for the services in full, but he pays as much as he can. And then in court you can defend your constitutional right to a decent standard of living.”
