"Yesterday, the government presented a pension reform concept that calls for a complete overhaul of the approach to calculating payments. The bill is scheduled to be put to a vote before the fall of 2026. What will this reform bring to Ukraine?" the presenter asked.

“Any pension reform over the last 15 years has ultimately led to a reduction in the number of pensioners and a reduction in government costs to finance the Pension Fund of Ukraine. This is another such reform.

The number and overall proportion of pensioners in Ukrainian society, comparable to the proportion of people of working age, continues to grow. This is due to the significant number of military retirees, the aging population, and the outflow of young people.

The pension fund is gradually becoming the main source of government expenditure, except for war"Therefore, they will most likely raise the retirement age, encourage retirees to continue working, and try to find mechanisms to eliminate all types of preferential pensions," Bortnik said.

"I support the government here, because many people retire at 30 and receive large pensions. I think our pension reform lacks incentives and motivation.

Pensioners, women, and very young people will be forced to largely replace the working-age population in Ukraine. in the coming decades due to the death of able-bodied men and other negative demographic processes,” he added.
