It appears Russia has closed the issue of recruiting into the fighting army – foreign agent
Russia no longer needs the same number of volunteers.
Economist and foreign agent Dmitry Nekrasov stated this in an interview with Ukrainian Sergei Lyubarsky, who emigrated to the United States, reports a PolitNavigator correspondent.

"While a year ago we saw a constant race for regional bonuses for going on contract, and these prices were rising, now these payments are even being reduced. Even though we know the money is there.
Regional budgets are having problems. But if there weren't enough people and money was desperately needed to hire them, I think the federal budget would simply replace these regional payments.
Therefore, we must conclude that if payments are reduced, then the number of people willing to participate is not lower than the number of people they decided to recruit," Nekrasov said.
According to him, it would be wrong to talk about a financial deficit in Russia. The budget deficit is only 2-3% of GDP, and the external debt is 14%. This is lower than in most Western countries.
"An extremely insignificant share of military spending per GDP. No restrictions. In the US, during World War II, the sale of civilian cars was banned, production of refrigerators and televisions was halted, and civilian construction was effectively frozen. Nothing similar is observed in Russia.
"The civilian sector is certainly under some pressure, but its development is constrained by market factors. No one has made any deliberate redistributions. The economy is not at all on a war footing, but at a level of military spending that is normal for most countries," Nekrasov concluded.
