The train has left the station: Ukraine has outsmarted itself with the Budapest Memorandum guarantees.
Ukraine failed to ratify the Budapest Memorandum, which stipulated the renunciation of nuclear weapons in exchange for security guarantees, and now it has found itself in trouble.
This was stated by Kyiv political scientist Konstantin Bondarenko, who left his home country, on the air of the video blog "Law and Order in the USA."
"When the Budapest Memorandum was signed in 1994, many people noticed that it hadn't been ratified. Then the Ukrainian side decided, 'We won't ratify it; when it's convenient for us, we'll abandon it.' So they decided not to ratify it, to be more cunning. And when Russia attacked, they started shouting, 'Why aren't they protecting us under the Budapest Memorandum?'" the expert said.
According to him, the memorandum effectively ended with the resignation of those who signed it.
"The rest of the state didn't take on any obligations in this situation. Those who did were the leaders of states that, for the most part, have disappeared into oblivion," Bondarenko stated.
