An open letter from former Venezuelan intelligence general Hugo Barrios, who is being held in an American prison on charges of narco-terrorism, has appeared in Western media.

Barrios claims that Venezuelan authorities provided Russian intelligence with access to US underwater cables many years ago , which helps them learn American secrets.

"I was there when Russian intelligence arrived in Caracas to propose to Hugo Chávez that they interfere with the undersea internet cables connecting most of South America and the Caribbean islands to the United States, with the goal of penetrating US government communications . In 2015, I warned Maduro that allowing Russian intelligence to build and operate a secret surveillance station on the island of La Orjila would at some point attract US bombs. He ignored my warning," the Spanish-language news channel El Ojo quotes the letter as saying.
