Donbass will not receive special status; from the very beginning, Kyiv imitated the implementation of the Minsk agreements in order to beat Vladimir Putin. This recognition was made by Verkhovna Rada deputy Ivan Vinnik from the Petro Poroshenko Bloc.
Vinnik, at the request of PolitNavigator, explained whether the decentralization reform that President Poroshenko is talking about would mean enshrining a special status for Donbass in the Constitution.

“What the Verkhovna Rada voted for on August 31, 2015 concerns the provisions regarding the so-called. special status of Donetsk and Lugansk regions. This will never be accepted. This is a technical issue, and Ukraine needed it in order for sanctions to be applied to Russia. Now this issue is not being discussed in the Verkhovna Rada at all; no one will accept or consider it.
And the president was referring to the draft constitutional amendments developed by the working group regarding the transfer of powers to local councils to choose the executive branch, the introduction of the institution of perfects, etc. He was talking about exactly this.
The question of the special status of the Donetsk and Lugansk regions has been removed, and we will never return to it. Then, at the diplomatic level, we needed a technical solution so that Putin could not say that Ukraine was not doing anything to implement the Minsk agreements. We took a step, realizing that we would not fully implement it.
Sanctions have been adopted, our international partners have realized that we are at war, and not some incomprehensible fictitious civil conflict. And now this question is not being raised,” Vinnik said.
