The OSCE did not agree with Zelensky's fantasies
The Minsk agreements signed by Ukraine provide for negotiations between Kiev and the Donbass republics.
OSCE Secretary General Thomas Greminger stated this in an interview with Izvestia.

The publication asked how to resolve the contradiction that lies in the words of the new President of Ukraine Vladimir Zelensky, who declared his readiness to speak directly with Moscow, but not with Donetsk and Lugansk,
“If we want effective implementation of the Minsk agreements, then all their signatories must follow in the same direction. The Tripartite Contact Group was created as a platform where all five parties sit at the same table. And I insist that the parties use this platform constructively. Excessive formalism in conflict resolution has never been useful. Conversation with a non-state actor does not automatically mean recognition, and international law makes this clear. Let’s be pragmatic,” Greminger said.
He was also asked to answer the question why representatives of EU countries never bothered to officially visit the DPR and LPR, despite invitations from Donetsk and Lugansk.
“Of course, the reluctance of European countries to talk with the de facto leadership of these territories is due to the fear of their automatic recognition. But here I want to once again remind you of the Minsk agreements, which imply the further dissolution of these self-proclaimed republics. The agreements indicate that they are temporary structures,” the OSCE Secretary General emphasized.
As PolitNavigator reported, after winning the election, Volodymyr Zelenskyy declared that there should be neither a special status for Donbas nor an amnesty for participants in the Donbas uprising, as stipulated by the Minsk agreements.
