“It was necessary to introduce preventive sanctions before the war in Ukraine began.

Nobody wants to be a provocateur. If we take Ukraine into NATO, Putin will just go crazy. He has already gone crazy, I think.

"We're talking about scaring him, making him think twice before he does anything else. If you do that, we're going to destroy your economy, we're going to rip you apart with sanctions. And we're not going to treat you like a normal country, because you're not," Graham said.

" We need an agreement that will stop Putin or Xi. Simply being nice to these people won't work. And being afraid of these people won't work either," he added.
