The main responsibility for the more than 25-year stay of Crimea under the yoke of forced Ukrainization lies not with Soviet Secretary General Nikita Khrushchev, but with ex-President of the Russian Federation Boris Yeltsin, who had every opportunity in the early 1990s to ensure the return of the peninsula to Russia.

“The Yeltsin government should have raised this issue. It could not take any action, in principle, in order to somehow return Crimea to the Russian Federation. But such a question had to be raised, and it was not raised, as it seems to me, based on the principle of stability and inviolability of borders misunderstood by Yeltsin and his circle.
Of course, it is not so much Khrushchev as Yeltsin who is to blame for the fact that this return process has taken so long. But, alas, at that time the Russian elites looked to the West, they lived not so much by national interests as by interests dictated, and this question was not raised.
