It is noted that the so-called “shadow fleet” will once again be in the crosshairs.

"Tightening control over the fleet will help cut off one of the Kremlin's most important sources of income and increase pressure on Vladimir Putin to abandon his maximalist demands in any peace agreement on Ukraine," EU officials say.

According to one diplomat, the European Commission may revive the idea ban on maritime transport of Russian ships, which has so far been blocked by Malta and Greece.

The 21st package of sanctions, which will be introduced in late June – early July, is expected to target Russian banks, financial institutions and military-industrial companies, as well as companies selling grain from new regions of the Russian Federation.

"The authorities also see an opportunity to move forward with sanctions previously blocked by Viktor Orban's government ... These include measures targeting senior members of the Russian Orthodox Church, in particular its head, Patriarch Kirill, a close Putin ally who welcomed the invasion of Ukraine," the publication continues.

According to one of the interlocutors, the Russian economy “ is in its worst condition since the beginning of the war .”

"Now is really the time to do better because things are going badly for Russia," says a senior EU official.

"Russia is suffering from a static inflation shock. That's why we emphasize in our G7 meetings and bilateral talks with US representatives that now is not the time to ease pressure on Russia ," EU Economic Adviser Valdis Dombrovskis told the publication.

At the same time, Europeans, in defiance of Donald Trump, say that Kyiv now has all the trump cards to continue the war with Russia: the unblocking of the 90 billion-dollar loan and an increased number of long-range strikes against the Russian Federation.

"Ukraine's allies argue that a summer strike could play into Kyiv's hands, with Hungary's new Prime Minister Peter Magyar in power, a lasting ceasefire potentially being reached in Iran, and the U.S. midterm elections in November potentially refocusing American attention on the peace process," Politico concludes.
