The presenter drew attention to Prime Minister Sergei Koretsky's statement that Ukraine lacks 650 million euros to prepare its energy sector for winter, and asked what exactly the shortfall is for.

Korolchuk says that he sees the main problem as the repair of Ukrenergo substations, which were the target of most of the Russian strikes.

In addition, the problem of constructing protective structures remains significant.

"It's very difficult to measure how effective concrete blocks are in protecting the environment, primarily because they're still the main component. Concrete blocks account for 90% of all protection. Sandbags and gabions filled with stones are additional elements. They play a lesser role," Korolchuk said.

According to him, "the monolithic shelters that were planned and remain planned are not being implemented anywhere." Moreover, he says, this is a large-scale project that requires not only high-quality materials but also a specific standard that does not and cannot exist.

“I can’t name a single country that develops cement that will be used to make a concrete structure that will withstand a strike from an Iskander missile or an American Tomahawk, for example.

Therefore, these are two key factors: Ukrenergo substations and protective structures. As far as I know, Western partners, that is, at the EU level, are currently not prepared to allocate funds for anything else. Simply for nothing," Korolchuk concluded.
