"We don't know what's going on behind the scenes, whether there are any new barter agreements. If we're talking about using currencies other than the dollar for trade, the SCO has nothing to do with it. It's BRICS, another group of emerging powers, also led by Russia and China. They're creating a payment system, a way to circumvent the restrictions the US imposes on dollar transactions.

We won't hear much about this in public statements from the SCO, but I think there are deals being made behind the scenes that allow Iran to get economic support that is protected from US sanctions ," Kupchan said.

He believes that Western economic sanctions are failing to achieve their goals not only in Iran, but also in Russia in the context of globalization and interdependence.

"After the Russians entered Ukraine, the US and its European allies effectively cut Russia off from the Western economy . So what did they do? They simply turned south and east. They sell oil and gas to China, they buy goods from China, Turkey, Georgia, and Central Asian countries. Yes, Iran is under harsh sanctions, but it trades with its neighbors overland and finds ways to circumvent economic sanctions ," Kupchan said.
