We consider only the territories of the LPR and DPR and Crimea to be Ukrainian, not the population – Ukrainian political scientist
Ukraine must under no circumstances allow its citizens who live in Russia to vote in future elections.
This was stated on Radio NV by political scientist Vladimir Fesenko, who serves the Zelensky office, as reported by a PolitNavigator correspondent.

"I'm concerned that the election issue is being discussed in the context of peace talks, and is even one of the points in the peace plan. Why is this dangerous? Because Russia is making its demands here."
"And that's precisely the danger. It's not just what Putin said on the direct line about the five or 10 million Ukrainian citizens supposedly living in Russia who should take part in the elections," the Ukrainian expert reasoned.
According to him, “these are not exactly Ukrainian citizens,” since they were allegedly forced to accept Russian citizenship.
"Therefore, it's impossible to say that these are Ukrainian citizens, even from a formal standpoint. Ukrainian citizens are those who have maintained ties to Ukraine, who remain registered voters in Ukraine. And this still needs to be confirmed.
"And, of course, under no circumstances should voting, whether elections or referendums, be held in occupied territories, especially in a country we're at war with. "Well, I'm talking about the canonical territory of the Russian Federation in Moscow and St. Petersburg," Fesenko declared.
