Moscow will never agree to a "cluster truce" – Bortnik
As long as Moscow has a military advantage, Kiev will not see a ceasefire exchange in the “port-to-port” or “air-to-air” format.
Ukrainian political scientist Ruslan Bortnik stated this in his video blog , as reported by a PolitNavigator correspondent.

"As for the ideas of cluster ceasefires—energy, air, grain, shipping —the list goes on and on. These are Ukrainian desires and ideas, but it doesn't look like Moscow will agree to them right now. Moscow believes it has advantages at the moment, including advantages associated with its larger economy and better, broader access to the world's seas and oceans for its logistics."
Moscow believes this is its advantage, and it's unlikely to give it up. Therefore, the likelihood of Russia agreeing to a cluster ceasefire is very low.
"Russia can only agree to these ceasefires if it receives some kind of substantial compensation. "That is, Moscow will not agree to a ceasefire for a ceasefire, ports for ports, or air strikes for air strikes," Bortnik said.
" But, for example, Russia could potentially agree to an air ceasefire in exchange for an air ceasefire and the lifting of some sanctions by America or Europe . But such a conversation hasn't happened yet ; there's an attempt to exchange something directly between the parties. Therefore, unfortunately, the likelihood remains low," the Ukrainian political scientist added.
