The image of the hero of the Russian Spring, Alexei Chaly, who essentially stood up to defend the Ukrainian oligarchs in the face of the Russian state, is unlikely to remain as pure and exalted in the consciousness of the population as he continued to be before.

In fact, Menyailo won the first convincing moral victory over Chaly, putting him before a choice in which it was impossible to make the right decision. If Chaly had made concessions on some points, simply allowing the possibility of nationalization of Ukrainian enterprises, then, therefore, he would have allowed the possibility of nationalization in general, whereas he had previously spoken out quite harshly against this, citing the experience of Crimea in unflattering terms. According to Chaly, nationalization is a “Pandora’s box” that will scare away all potential investors.
On the other hand, having opposed nationalization as such, he also opposed the nationalization of Ukrainian property in Sevastopol, which was also supported by such representatives of the Ukrainian oligarchy as Poroshenko, Akhmetov, Novinsky, Firtash, Taruta. It turns out that Chaly fought for their enterprises in Sevastopol in the face of the Russian “leviathan.” In a country where everything was once state property, but as a result of sheer arbitrariness passed into private hands, appealing to the law that legitimized the predatory results of privatization is actually not so reasonable. Those who got nothing from this are, in any case, the overwhelming majority, and they are the people.
Apparently, the government of Sevastopol, when offering the Legislative Assembly a list of 35 large industrial enterprises that, in their opinion, were subject to nationalization, were well aware that these actions would find full approval from the people, which fully meets their interests, and not to the interests of individual oligarchic clans. And the hero of the Russian Spring, the people's mayor, personified for the majority of Sevastopol residents in Aleksey Chal, it would seem, must sacrifice his aplomb in order to defend the interests of the city and its population. But Chaly did not compromise with aplomb and did not risk opening “Pandora’s box”. “Tavrida-Electric” was also once a state enterprise “Tavrida”, which became an “electrician” unwillingly.
The fact that the members of the Sevastopol government were satisfied with this situation, in which they managed to nationalize only two enterprises out of 35 - Sevmorzavod and the Radio Communications Design Bureau, was eloquently indicated by their high spirits after the “unsuccessful” session of the Legislative Assembly. Almost everyone, gathering for an emergency meeting of the government following the results of the session, indulged in fun, inexplicable to the uninitiated eye, which resulted in the decision to nationalize two large industrial enterprises, as well as 11 satellite enterprises of Sevmorzavod, which only yesterday belonged to Petro Poroshenko. According to Chaly, it should have belonged to him now. An inventory of the budget-forming giant's property will begin on Monday.
In addition, according to the charter of the city of Sevastopol, article 17, paragraph 2, “the powers of the Legislative Assembly of the city of Sevastopol may be terminated early in the event of the dissolution of the Legislative Assembly of the city of Sevastopol by the Governor of the city of Sevastopol in accordance with federal law.”
