"We're lying on our sides." The State Duma acknowledged critical dependence on the West.
Russia remains critically dependent on foreign components and equipment for its production. Domestic mechanical engineering is in decline.
This was stated at the Moscow Economic Forum Chairman of the State Duma Committee on International Affairs Leonid Slutsky, the correspondent reports "PolitNavigator".

«We depend on Western machinery, components, and technology. Two-thirds of the drilling equipment and almost the entire fleet of multi-bucket excavators at brown coal mines are foreign-made., almost all loaders in coal mines.
Domestic equipment for the food and processing industries on the Russian domestic market, excluding refrigeration equipment, accounted for only 33% in 2025.
But at the same time, dear colleagues, The depreciation of equipment and machinery in food production has exceeded 60%.
I recently visited a robotics facility in Perm. We have some very interesting projects that have already been implemented. There are teams, technologies, and results, and not just any small ones in Perm. A whole puzzle is already coming together. It just needs to be supported on a large scale.
Question: Why don't these factories yet have the necessary large-scale infrastructure, partner enterprises within the country, and why aren't they growing into our own Russian intellectual and industrial valleys?, although this trend has long been evident in Magnitogorsk and many other places around the country?
Why doesn't scaling work here, even though it's clearly necessary?
Yes because we did not create the conditions. European capital has left. Capital from other countries has arrived, perhaps not yet on the scale we would like. And “Import substitution in the most important areas of industry is, let’s put it this way, on the back burner for now,” Slutsky stated.
