Anyone can buy a certificate for a weapon - an expert on the causes of the Kerch tragedy
The state does not properly control the issuance of mental health certificates for obtaining weapons, which makes incidents such as the massacre at the Kerch Polytechnic College possible.
Anton Tsvetkov, Chairman of the Expert Council on Security and Relations between Citizens and Law Enforcement Agencies, announced this at a press conference in Moscow, reports a PolitNavigator correspondent.
“Current legislation provides for a formal approach when issuing weapons permits. When issuing a permit, the Russian Guard looks at whether the necessary documents are available. Unfortunately, the Russian Guard has no way to find out how thoroughly a person’s health was checked. Moreover, there is a problem of transferring data on socially dangerous and mentally ill people from the Ministry of Health to the police and the Russian National Guard. A huge number of people receive weapons, and when a person comes to the Russian Guard unit bringing the relevant certificates, the officer checks their availability and issues the appropriate permit.
The fact that you can go and buy medical certificates to obtain a gun or a driver’s license is no secret to anyone. It costs pennies, several thousand rubles. This suggests that there is no control by the state. Those medical organizations that sell these certificates are not afraid of anything,” he said.
