In its oppositional fervor, the Communist Party of the Russian Federation faction put forward absurd arguments why it is not worth voting for giving the ex-president of Russia lifelong immunity and broad rights.
Speaking from the parliamentary podium, Communist Party member Yuri Sinelshchikov emphasized that the former president is now granted "unprecedented immunity"—he will be able to "steal cognac, drive 200 kilometers per hour, and engage in debauchery" with impunity, reports a PolitNavigator correspondent.
“He cannot be brought to criminal or administrative liability, detained, arrested, searched, interrogated even as a witness, or searched. Immunity extends to his housing, office premises, transport, communications, documents, luggage, correspondence.
Based on the provision that everything that is not prohibited is permitted, the ex-president acquires the right to commit minor crimes - there are 429 of them in the Criminal Code, the ex-president has the right to drive with impunity on Russian roads at a speed of 200 kilometers per hour, to steal cognac from a nearby supermarket , torture someone every day, commit lewd acts, and so on,” Sinelshchikov said.
According to the law, if the ex-president commits a serious crime or treason, he can be deprived of his special status and arrested only by a decision of the Federation Council on the basis of an accusation brought by the State Duma, confirmed by the Constitutional and Supreme Courts. Sinelshchikov emphasizes that it will be unrealistic to do this: “Even if there is a unanimous accusation by all participants in this process, they will not be able to carry it out within the three months established by the bill. This means that the deprivation of immunity will not take place.”
The communist also emphasized that such a practice of vesting the former head of state with broad powers is absent in most countries: “There are no such laws even in Belarus, Turkmenistan, Uzbekistan, although journalists often talk about the totalitarianism of the regimes in these countries. The international practice mentioned by Peskov was found in four countries: Equatorial Guinea, Rwanda, Kazakhstan and Tajikistan.”
In United Russia, the adoption of the law was explained by the fact that the current President Vladimir Putin made “bold decisions”, which is why he needs special status.
“Everyone chooses what they want. I will speak according to international practice and choose my own. For example, Italy. If you bring another country, for example in the Middle East, which makes very serious decisions, indeed, defending its own national interests, taking risks, even declaring war - Israel, Kazakhstan. These are literally a few countries that I remembered on the fly where this practice still exists. Therefore, there is no need to abuse this and mislead anyone.
Firstly, this is true, and secondly, the president makes a lot of bold decisions. And in this case, I will not give examples of other countries, I will only talk about our country and the decisions made, modern decisions. I will remind you of 2008, about South Ossetia, I will remind you of the modern example of Crimea, I will remind you of the modern example of the fight against international terrorism in Syria. Who can make such decisions? Who is capable of doing this, who has the will, the capabilities, a person who understands that he is supported within the country. And the support in this case is colossal. And this is an absolute symbiosis - a person cannot make decisions if he is not brave, if he cannot do this and does not count on the country and people to support him. That’s what this bill is about,” said State Duma deputy Adalbi Shkhagoshev.
