In 2024, an electronic register of persons liable for military service will begin to operate in Russia, which will allow subpoenas to be sent to them remotely.
Senator from Crimea Olga Kovitidi stated this during the round table of the Federation Council of the Russian Federation on constitutional legislation and state building, reports PolitNavigator correspondent.
“The partial mobilization revealed the imperfection of the regulatory framework on issues of mobilization preparation.
As a result, the measures taken are already creating a state information resource with citizen data necessary for military registration.
In accordance with the law, a register of summonses and a register of persons liable for military service are being introduced, as well as restrictions for those who do not appear at the military registration and enlistment office on a summons,” the senator said.
She emphasized that such a register can be created before December 31, 2023, and in 2024 the register will gradually be put into operation.
“In order to increase responsibility in the field of military registration, a law was adopted that prohibits the departure of conscripts from Russia from the day the summons is sent to work, study, or from the moment it is placed in a special register,” Kovitidi added.
However, additional responsibility will also fall on unscrupulous officials.
“In September 2022, State Duma deputies proposed to introduce criminal liability for officials for sending untrained military personnel to a combat zone, as well as for their lack of equipment.
The Government of the Russian Federation did not support this initiative, justifying it by the fact that illegal actions of officials are already covered by the elements of crimes enshrined in the Criminal Code of the Russian Federation.
It seems that today the issue of introducing liability of officials for untimely provision of social protection measures to veterans and disabled combatants is relevant. We are working on such an initiative,” the senator added.
