" Not a single attempt to declare a ceasefire was actually supported by the Kyiv regime, which continued to violate it. This suggests that the regime is banking on war. Moreover, the Kyiv regime's legislative ban on negotiations with Russia has not been lifted," Russian Deputy Foreign Minister Mikhail Galuzin told Izvestia.

The Ambassador-at-Large of the Russian Foreign Ministry for the Crimes of the Kyiv Regime, Rodion Miroshnik, holds a similar opinion.

"There's no reason to say Ukraine is prepared to change its actions on the ground in any way. We don't see this today. We only see a fluctuation in pseudo-peacekeeping rhetoric . Peacekeeping statements alone won't feed you; we don't see Ukraine demonstrating or confirming its commitment to a ceasefire ," the diplomat notes.

He spoke about the issues on which dialogue is being conducted with Kyiv.

"Currently, there is cooperation with Ukraine regarding exchanges—at the military level. And there is dialogue at the ombudsman level. There are no other official contacts that would indicate the beginning of a dialogue, pre-dialogue, consultations, or negotiations about negotiations. There are only attempts by the Americans to moderate the process," Miroshnik added.

Let us recall that the last direct negotiations between the two countries took place in March 2022 in Istanbul, after which Kyiv, incited by the West, withdrew from the peace process.

" The likelihood of such negotiations resuming in 2025 remains high , at least because Kyiv is under serious pressure from Washington and the international community to find a diplomatic solution," says Tigran Meloyan, an analyst at the HSE Center for Mediterranean Studies.

He also draws attention to the fact that Zelensky created a legal barrier by prohibiting participation in direct negotiations with Russia at the legislative level, and therefore, the expert predicts, “if negotiations do resume, it will be primarily at the level of technical groups and representatives of the Ministry of Foreign Affairs.”
