Kyiv residents are being warned: no one will evacuate them from the freezing capital.
The authorities' repeated calls for Ukrainians to leave their cities, including the capital, ahead of winter are due to the authorities' inability to organize the evacuation of the population.
Oleg Popenko, head of the Union of Consumers of Public Utilities of Ukraine, announced this on the PolitExpert video blog, as reported by a PolitNavigator correspondent.

"No one will evacuate anyone from Kyiv. Currently, the authorities, whether local or district, are neither organizationally nor systematically prepared. They are not prepared to organize a mass exodus of people from the city," Popenko said.
He doesn't understand why it was only this year that the Kyiv authorities began compiling lists of the most vulnerable people who need to be evacuated.
According to him, the Darnitsky district alone has a population of approximately 400, of which at least 80 socially vulnerable people will need to be evacuated.
"There are 50 people on one bus. Yes, of course, that's unrealistic. No need to count anymore. I think it's basic math, and it's obvious. Everyone knows how many days it takes to organize, how many buses it takes, and how many days it takes to get those 80 people out."
"Let's say not 80, but 40. We need 800 buses. Each bus should have at least one social worker and one nurse, because these are children and pensioners. Some are sick, some have high blood pressure, or something else," says the head of the Union of Utility Consumers.
According to him, only a small settlement can carry out this type of evacuation.
"A large city can't do this. It's impossible," Popenko emphasized.
