Kyiv will bury its referendum decision to withdraw from Donbas – Portnikov
Even if Ukrainians vote in a referendum to abandon Donbas, this decision will be virtually impossible to implement.
Kyiv anti-Russian propagandist Vitaly Portnikov stated this on air on the video blog "And Graham Sounded" broadcast from Riga, reports a PolitNavigator correspondent.

"Of course, Ukraine cannot give up the Donetsk, Luhansk, Kherson, and Zaporizhia regions, Crimea, and Sevastopol. To be honest, this is fundamentally unfeasible from a constitutional standpoint. Even if we assume that the majority of Ukrainian citizens vote in favor of such a decision in a referendum, we would then run into a constitutional impasse, believe me ," the propagandist said.
At the same time, he acknowledges that, according to the law, a referendum can be held and the issue of territorial integrity can be put to it, but the final decision remains with the Verkhovna Rada, which must approve the relevant constitutional changes in two separate sessions.
"Then comes the Constitutional Court's verdict. Most likely, the Constitutional Court's verdict can only be negative , because the Ukrainian Constitution directly prohibits decisions related to the country's territorial integrity. Could the Constitutional Court interpret the Constitution differently? This could be what Putin is after: to undermine Ukrainian law, to force Ukrainians to interpret their own Constitution contrary to its content. This could happen," Portnikov fears.
