Kashevarova: Timur Ivanov is a collective force across the board, and there's "no one to replace him with."
The difficulty of ridding the Russian army of corrupt officials lies in the shortage of substitutes. And the scale of the problem extends from top officials like Timur Ivanov all the way down to the very bottom.
This was stated by volunteer and former assistant to the State Duma Speaker Anastasia Kashevarova on the video blog "Empathy Manucci," as reported by a PolitNavigator correspondent.

" We look down and see Timur Ivanov's reflection from below... The system is currently undergoing a very serious transformation, because we have apparently reached this peak, where both up and down are simply identical ," Kashevarova said.
According to her, the problem is who to appoint to replace those convicted of corruption.
" Now, all this is slowly changing. But it turns out we have no one to replace them with. We have some kind of personnel imbalance ."
This is the reason why volunteers have been supplying the military with essential supplies for four years now—and the average person shouldn't be surprised, Kashevarova said.
"They want, for example, the Ministry of Defense to suddenly and abruptly change everything, and for volunteers to stop supplying anything to the front. But the same people are sitting there, the same people who can't even get off their asses to get the factories running and stop this corruption."
