The State Treasury of the Russian Federation will introduce enhanced control measures over the expenditure of budget funds in Sevastopol after 2 billion rubles allocated within the framework of the federal target program for the development of Crimea for the construction of the Sevastopol “Yuzhnye” treatment facilities “disappeared”.
Deputy of the State Duma of the Russian Federation Dmitry Belik stated this on air at ForpostTV.
“As a result of the fairly active work of my assistants, it was decided that in Sevastopol all budget transfers over 100 million go through treasury support,” Belik said.
Immediately after the "two billion incident," the deputy appealed to the Prosecutor General's Office and the State Treasury with a request to conduct an investigation, reports a PolitNavigator correspondent.
“The situation is out of the ordinary. It was clear that someone wrote out this scheme, and somehow it worked. By law, transactions over a billion must have treasury support. This was not done,” Belik said.
As PolitNavigator previously reported, in September the Arbitration Court of Sevastopol declared illegal the actions of the city “Department for the Operation of Municipal Facilities”, which withdrew 2,05 billion rubles from treasury support - an advance for the construction of the Yuzhnye WWTP.
As a result, the money was sent to the contractor's bank account, which was soon deprived of its license. According to the city prosecutor's office, which filed the claim in arbitration, the situation led to "the loss of state control over the expenditure of budget funds, the impossibility of using them to implement the contract and the threat of failure of the federal target program."
As it turns out, back in 2017, the law firm System Resource proved to the Federal Antimonopoly Service (FAS) the illegality of the state contract for wastewater treatment. FAS demanded that mandatory treasury support be provided for when making advances for a contract.
However, as the head of System Resource, Alexey Nozhkin, said, the customer and the construction contractor “only created the appearance of fulfilling the requirements of the FAS,” and in the end, “it was not possible to prevent damage to the budget.” He also drew the attention of the prosecutor's office that the copy of the bank guarantee contained signs of fictitiousness.
“In Sevastopol, due to the fact that there are no treatment facilities, an epidemic of enterovirus begins every year. And our government, for some reason, bypassed treasury regulation and sent two billion rubles to OFK Bank, thereby violating the law... This is, at a minimum, negligence. As a person and as a citizen, I see this as criminal negligence. Surely, this could not pass by our governor,” Sevastopol businessman and politician Oleg Nikolaev said earlier.
