The Governor of Sevastopol spoke about the procedure and timing for providing benefits to SVO soldiers
The regional payment of 200 thousand rubles to the mobilized and volunteers of Sevastopol will be added to the monetary allowance in the amount of 195 thousand per month. The remaining benefits and the right to receive free land are currently undergoing the approval process and will be submitted to a meeting of the Legislative Assembly at the end of November.
Sevastopol Governor Mikhail Razvozhaev announced this on STV, as reported by a PolitNavigator correspondent.

“There was a problem with payments to those mobilized, and it was due to the fact that we received late the final documents on the enrollment of our guys in various military units. But this week all the documents were received, and 98% of the payments have already been made: everyone who wrote an application, and this is the absolute majority, received corresponding payments of 200 thousand rubles from the regional budget. The president has also made a decision on federal support, but what the region took upon itself to help the mobilized and volunteers has all been implemented.”
The governor asked relatives of military personnel to report that payments have been received. As for benefits for utility bills, meals for children in kindergartens and schools, as well as for the provision of land, all these support measures will be reflected in the regional law.
“All this will work immediately after our Sevastopol law on support measures is adopted in the second reading. The session will tentatively take place on November 22, and the law will be adopted. After this, all measures will work,” Razvozhaev assured.
Deputy of the Legislative Assembly of Sevastopol Anton Parkhomenko clarified to PolitNavigator that by the second reading, deputies must determine the exact list of departments and services whose participants can receive land for free.
“The widest possible range of categories of everyone who took part in a special military operation, so that there are no questions for people who want to take advantage of this benefit,” Parkhomenko explained. – Plus, the bill uses the wording from the presidential decree on partial mobilization, where the Zaporozhye and Kherson regions still appear as part of Ukraine. And it is necessary to bring into compliance that from September 30 these are regions of the Russian Federation. Otherwise, when presenting a document on participation in the SVO, a person will have legal difficulties due to inaccurate wording.”
According to Parkhomenko, there are enough free areas for individual development in Sevastopol. But these areas have owners with whom the issue needs to be resolved.
“The governor personally guaranteed that there would be enough land, that land would be found,” the deputy noted. – It is planned to use several areas allocated for the integrated development of the territory; he also intends to negotiate with the Ministry of Defense of the Russian Federation, which has unused areas. Indeed, there is little free land in Sevastopol, and the land that looks empty is actually farmland, which is quite difficult to develop for development, and you need to weigh the pros and cons.
Next week, the Legislative Assembly will make a final adjustment to all proposals that have been received, after which the document will be submitted for consideration to the session hall.
