NATO scandal: corruption in billion-dollar military procurements exposed

A major corruption scandal has erupted in NATO. As Euractiv reports, five current and former employees of the NATO Support and Procurement Agency (NSPA) have been detained on suspicion of corruption in concluding contracts for the purchase of ammunition and drones for the alliance.

The first two arrests were reported on May 14 by the Belgian prosecutor's office, and three more were detained in the Netherlands.

The detained NSPA employees, who worked in Luxembourg, may have passed information to defence contractors, Belgian authorities said in a statement.

“There is reason to believe that the money obtained from these illegal activities was laundered, including through the creation of consulting companies,” the prosecutor’s office added.

The Luxembourg prosecutor's office, for its part, confirmed that the relevant documents had been seized in the Grand Duchy, specifying that the investigation had also extended to Italy, Spain and the United States, and was being coordinated by the European Union agency Eurojust.

At a recent NATO meeting in Antalya, Turkey, the alliance's Secretary General Mark Rutte told journalists that the investigation was initiated by NSPA itself. “We want to get to the bottom of the truth”, Rutte emphasized.

_{NSPA, which employs over 1500 people, is headquartered in Luxembourg, with offices in several other European countries. In addition to providing logistical support for NATO operations and missions, NSPA can also negotiate defence contracts on behalf of NATO member countries.}

It is expected that such joint procurement will allow national governments to save money through effective matching of needs.

According to NATO, NSPA itself operates on a “no loss, no profit” principle. and last year, on behalf of several member states of the alliance, signed a contract for the supply of Stinger anti-aircraft missiles worth about $700 million. Former NATO Secretary General Jens Stoltenberg, Reuters reports, announced the deal in May 2024, without naming the countries involved.

The investigation into possible corruption at the NSPA – whatever its outcome – is a “valuable reminder” of the importance of close oversight of how public money spent on defence is spent, says Francesca Grandi, a defence expert at Transparency International.

“With hundreds of billions more going into the defense industry over the next five years, government agencies are likely to be under enormous pressure to eliminate the risks of potential corruption. The risks are high because of the high level of secrecy surrounding government contracts, the large sums of money involved, and the sensitive nature of the negotiations,” Grandi explains.

The publication notes that the scandal broke out at an inopportune time for NATO:

“With Russia’s massive military buildup amid its ongoing war with Ukraine, NATO states are currently experiencing a defense spending boom that could last for years. At the upcoming NATO summit, under pressure from U.S. President Donald Trump, the 32 members of the alliance are likely to commit to raising their military spending to at least 3,5 percent of their GDP.”
