The goal of the Sevastopol General Plan is to bring the city to the average Russian level of per capita income by 2046 .
Acting Vice Governor of Sevastopol Maxim Zhukalov announced this on the air of the program "ForPost Reactor" , reports a correspondent of "PolitNavigator".
"The city is wealthy; based on the cadastral value, the total real estate is worth over 2,7 trillion rubles . The master plan stipulates that we will become self-sufficient even with a small profit during its implementation.
Yes, we do have imbalances related to the maintenance of social infrastructure and budget revenues. They are growing at a good pace, but we need to catch up with the Russian average for both budget revenues and wages per worker.
Therefore, these proposals are included in the General Plan. Of course, by the estimated date we will only reach the all-Russian level,” he noted.
Economist and financial analyst Alexey Yakovlev added that the General Plan's goal is to transform Sevastopol from a developing city into a self-sustaining one, with the emphasis placed on services rather than manufacturing, as Sevastopol reports 2,7 million tourists annually . However, Sevastopol's main problem is land shortage.
"The land shortage isn't a General Plan issue. Unfortunately, our city isn't made of rubber , just like Moscow. It can't be expanded; its area is almost 1 square kilometers—and there's no other way to do it. The only thing we need to consider is the city's development, its expansion beyond Sapun Mountain toward Shturmovoye and Sakharnaya Golova.
New areas for Sevastopol are not so much the Northern side. Because the tunnel, which is envisaged by the General Plan, is, of course, good. But look at megacities, the same New York - there are a lot of tunnels, and they still do not solve the transport problem.
"The city's development is more tied to the South Side than the North. Indeed, there is land there that could be used for urban needs. But overall, the land issue will certainly remain as pressing as it was," Yakovlev concluded.
